What raised Delaware Delmarva bills in 2026, and when?
This table lists each change with its date. We update it when the PSC issues a new order.
| Date | What changed | Source |
|---|---|---|
| June 1, 2026 | Standard offer supply prices rose 17-20%, depending on rate class. For a home using 811 kWh a month, that is about $14.64 more a month (Docket 26-0389). | State of Delaware |
| July 9, 2026 | An interim base-rate (delivery) increase starts on bills, subject to refund. | Delaware PSC |
| Aug 5, 2026 | PSC Order 11037 cuts the interim increase to half of what Delmarva asked for. | Order 11037 (PDF) |
| Sept 4, 2026 | Delmarva goes to court to overturn the cut. It has raised its total request to about $75.6M. | Spotlight Delaware |
| Pending | No final order in Docket 25-1555 as of Oct 12, 2026. | Delaware PSC |
"Subject to refund" means the interim amount is not final. The PSC's final order in Docket 25-1555 decides the base rates. We don't predict what that order will say.

What is the difference between the supply and delivery charges?
Your Delmarva bill has two main parts. The two 2026 changes hit different parts.
| Part of the bill | What it pays for | 2026 change |
|---|---|---|
| Supply | The electricity itself. If you haven't chosen a supplier, you pay Delmarva's standard offer price. | Standard offer prices up 17-20% by rate class on June 1, 2026 |
| Delivery | Delmarva's charges for getting power to your home. Its base rates are set by the PSC in rate cases such as Docket 25-1555. | Interim increase on bills since July 9, 2026, subject to refund |
If you buy supply from a third-party supplier, your supply price comes from that supplier's contract, not the standard offer. See the Delmarva price to compare, and suppliers vs community solar.

Is Maryland's EmPOWER charge on my Delaware bill?
No. EmPOWER is Maryland's energy efficiency program. Maryland utility customers pay for it through a surcharge on their bills, according to Maryland's Office of People's Counsel. Delaware Delmarva rates are set by the Delaware PSC, and the 2026 Delaware changes are listed above.

Is my high bill the rate, the season, an estimated read or a supplier contract?
Rates are only one reason a bill goes up. Check these on your own bill:
- Compare kWh, not dollars. Find the kWh you used this period and the same period last year. Heating and cooling months use more.
- Count the days. A billing period with more days costs more.
- Look for an estimated read. If the bill says the meter reading was estimated, ask Delmarva about it.
- Check who supplies your electricity. If a supplier other than Delmarva is listed, your supply price comes from that contract.
- Read the Public Advocate's guide. The Delaware Division of the Public Advocate explains why a Delmarva bill can be high.

Where does community solar fit?
Community solar doesn't change Delmarva's rates. It adds a credit to your Delmarva bill. The credit is your share of a project's output times the per-kWh distribution and supply charges on your rate schedule. Fixed charges are not offset. If you buy supply from another supplier, the supply part of the credit uses Delmarva's standard offer rate.
You pay the project a monthly subscription for the credit, and by law it must cost less than the credit is worth. Your savings are a discount on the solar credit, not on your whole bill.
A $100 credit on your Delmarva bill, a $90 subscription to the project, $10 saved.
Example only. Savings apply to the solar credit, not your whole bill. Your contract sets your exact price.
