What savings floors apply, by project date?
| Project certified | Residential subscribers | Income-qualified subscribers |
|---|---|---|
| On or before Sept 2, 2026 | A net discount after fees, no set percentage | A net discount after fees, no set percentage |

The PSC list dated May 6, 2026 shows 34 projects certified from June 12, 2024 to March 25, 2026. None of them falls under the new floor. The law does not define what the savings rate is measured against, so read it as a discount on the solar credit, not on your whole bill. See who counts as income-qualified.

What is still open?
- No start date for one-bill billing has been announced.
- The enacted bill text says "on or after September 2, 2026", while the codified §1022(c)(2) says September 3. This page uses September 3. It matters only for a project certified on exactly September 2, 2026.
